With the participation of the Minister for Environment, Agriculture, Conservation and Consumer Protection of the State North Rhine-Westphalia Ursula Heinen-Esser, the Commissioner for Agriculture and Rural Development Phil Hogan and others.
The decision on the Common Agricultural Policy post 2020 will be crucial for agriculture and rural areas in North Rhine-Westphalia and Europe. The new CAP must improve its environmental and climate performance as well as enable farmers to meet current and future challenges. Simplification is another key issue. The European Commission has proposed a new model, centered on strategic planning by the member states and a results-based approach. Is the proposed shift "from compliance to performance" appropriate for reaching the ambitious aims? How should the new system be designed in order to be effective? These are the questions we want to discuss with representatives of the European institutions.
